The successful candidate will conduct IT project management activities providing full systems development life cycle support (SDLC) for software development projects. Candidate will work closely with clients in planning, coordinating, assigning, and monitoring technical tasks, and will provide hands-on technical expertise during requirements analysis, design, user acceptance testing, and project delivery. Must demonstrate strong verbal and written skills, and familiarity with SDLC methodologies.
 
  • Candidate should be able to clearly demonstrate the required technical project management experience and skills, including knowledge and familiarity with software development technologies such as .NET, J2EE, and Oracle.
  • Requirements/Qualifications: B.A. /B.S. in a relevant technical discipline (computer science, software engineering, etc.), 2+ years project management and 8+ IT experience, or an equivalent combination of training and experience.
  • Preference will be given to candidates with relevant technical background, Project Management Professional (PMP) certification and subject matter familiarity with DoD weapons logistics. 
  • Hands-on experience with Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) and Personal Software Process (PSP)/Team Software Process (TSP) desired. SEI certification a plus. 
  • US Citizenship required and must have a DoD Secret security clearance or the ability to obtain.

Responsibilities:
  • Responsible for establishing and maintaining project plans, schedules, and budgets in accordance to standard organizational processes.
  • Assign and track project resources and milestones to ensure project deliverables consistently meet the expectations of customers and project stakeholders.
  • Maintain transparency into project performance through the collection and reporting of project performance data and metrics.
  • Bring technical expertise to day-to-day operations and project execution in an effort to ensure compliance and to introduce process improvements, as needed.
  • Ensure project quality through adherence to standard quality control and assurance processes by members of the project.
  • Regularly monitor project execution to assess performance in meeting milestones, completing deliverables, and satisfying customer requirements.
  • Responsible for efficiently managing and controlling customer/project stakeholder expectations
  • Provide sound leadership to project team that leverages the unique qualities and differences of each member on the team.
  • Introduce innovative techniques to ensure optimal stakeholder involvement in project success and escalate issues as necessary.
  • Manage internal team conflict, as needed, to always ensure a healthy debate and an energized team.
  • Identify, recommend, and facilitate team building activities to promote project success.
  • Apply experience and understanding of the team dynamic to ensure appropriate team building techniques are always leveraged.
  • Provide a platform for productive communication - be clear, concise, and consistent with the message; always listen with objectivity and with the expectation to learn.
  • Responsible for making decisions related to project execution that lead to continuous success and customer satisfaction.
  • Apply best practices and techniques to ensure problems faced by the project team are confronted and addressed timely.

Job Requirements :
Knowledge -
2+ years of project management experience in a service oriented government or government contracting environment.
8+ years of Information Technology experience
Technical knowledge and understanding of Information Technology (IT) disciplines.
Sound knowledge and experience with standard project lifecycle and Software Development Lifecycle (SDLC) models
Sound knowledge of industry standard process models and frameworks such as CMMI and ITIL
Skills -
Exceptional listening, creative, and deductive listening skills.
Ability to think clearly under pressure.
Skilled in the selection, development, and management of program and business delivery staff, with the track record of consistently identifying, developing, and mentoring functional and operational leaders.
Strong skills in communicating orally and in writing with customers, employees, and industry leaders.
Education/Certification:
Bachelors Degree preferred but may be substituted for relevant years of Senior Program/Project Management experience. Program Management Professional (PMP Certification) a plus

Responsibilities
Elicit and document customer requirements
Prepare software design specifications
Use software design specifications and adapt standardized techniques, methods, criteria and precedents to develop or modify portions of an application with adherence to system standards
